Offer letter to Dr. Werner Metz of the Austrian Central Bank from the Philippine Central Bank offering to sell a vast amount of gold looted during WW11.  The letter is witnessed by Samuel Nicanor and Michael Blinston, both associates of former CIA and ONI operative, Gunther Russbacher.
