Brent Scowcroft has served as the National Security Advisor to both Presidents Ford and Bush. From 1982 to 1989, he was Vice Chairman of Kissinger Associates, Inc., an international consulting firm. In this capacity, he advised and assisted a wide range of U.S. and foreign corporate leaders on global joint venture opportunities, strategic planning and risk assessment. His prior extraordinary 29 year military career began with graduation from West Point and concluded at the rank of Lieutenant General following service as the Deputy National Security Advisor. His Air Force service included Professor of Russian History at West Point; Assistant Air Attache in Belgrade, Yugoslavia; Head of the Political Science Department at the Air Force Academy; Air Force Long Range Plans, Office of the Secretary of Defense International Security Assistance, Special Assistant to the Director of the Joint Chiefs of Staff and Military Assistant to President Nixon. Out of uniform he continued in a public policy capacity by serving on the President's Advisory Committee on Arms Control, the Commission on Strategic Forces and the President's Special Review Board, also known as the Tower Board. He currently serves on numerous corporate and non-profit boards. He earned his Masters and Doctorate in International Relations from Columbia University.

Charles A. Gillespie, Jr.

 

A Principal in The Scowcroft Group, Ambassador Tony Gillespie draws on more than thirty-six years experience in American diplomacy, much of it in Latin America, to provide strategic counsel and practical advice to firms interested in investment and trade in emerging markets.

 

Since joining The Scowcroft Group in 1995, Ambassador Gillespie has helped firms in the transportation, energy, financial services, mining, and defense industries. As one of the country's most senior career diplomats and policy operators, he was the Senior Coordinator and principal producer of the 34-nation Miami Summit of the Americas in 1994. In 1993 he organized and led the State Department's effort to achieve implementation of the North American Free Trade Agreement.

From 1985 to 1992 he was Ambassador to Colombia and then Chile and later served on the White House Staff as Special Assistant to the President and the National Security Council's Senior Director for Latin America and the Caribbean. In 1983, while responsible for Caribbean policy as Deputy Assistant Secretary of State for Inter-American Affairs, Ambassador Gillespie was named Ambassador and Chief of Mission in Grenada as U.S. forces launched operations there. In addition to his ambassadorial posts in Chile, Colombia, and Grenada, in the Americas Tony Gillespie has served in Mexico and Nicaragua. Other diplomatic assignments include the Philippines, Indonesia, and Belgium, including the U.S. NATO Mission and the State Department. Ambassador Gillespie graduated from the University of California at Los Angeles and did graduate work at Syracuse University's Maxwell School of Public Affairs. He is a graduate of the National War College. He was a commissioned officer in the U.S. Army before entering the Foreign Service, from which he retired with the rank of a Career Minister.

He is a resident senior fellow of The Forum for International Policy and a member of  The American Academy of Diplomacy.

Alan S. Hegburg

Alan Hegburg has thirty years of commercial, operational and managerial experience in international energy, trade, political analysis, and legislation. He provides companies market penetration strategies, political outlooks, and recommendations to manage political and commercial risks.

 

He managed corporate government relations and political strategic planning for three multinational energy companies. He participated in commercial oil and gas exploration and production negotiations in the Middle East, Latin America, and Asia. In designing and implementing commercial strategies and political outlooks, he obtained changes in economic sanctions, overcame contract approval barriers, and developed investment protection strategies.

 

Mr. Hegburg also served in the Executive and Legislative Branches. As a career diplomat his Department of State assignments were in Washington and Europe. Later, he was a senior official in the Department of Energy. In addition, he was a legislative staff member to a Member of Congress. Among his public sector responsibilities, he handled bilateral and multilateral energy negotiations, promoted U.S. electric power and high technology exports, served on the International Energy Agency with nuclear power responsibilities, and was an active participant in various international trade negotiations and legislation. As an U.S. Naval Officer, he was assigned to the Seventh Fleet with duties in Vietnam and the Philippines and in the United States.

He is also a member of the Council on Foreign Relations.

Arnold Kanter

A Principal and founding member of The Scowcroft Group, Arnold Kanter provides strategic advice and direct assistance to companies in the aerospace, financial services, entertainment, energy and other industries. He also conducts risk assessments of market opportunities in East Asia, Central Europe, and Russia.

Dr. Kanter served as Under Secretary of State from 1991 to 1993. As the third-ranking official in the State Department, he functioned as its "chief operating officer" with responsibility for the day-to-day management of United States foreign policy. Prior to assuming this position, he served on the White House staff from 1989-1991 as Special Assistant to the President, and in a variety of capacities in the State department from 1977-1985. In addition to his government experience, Dr. Kanter was a program director at the RAND Corporation, a member of the research staff at the Brookings Institution, and a member of the faculty at Ohio State University and the University of Michigan. He earned his undergraduate degree from the University of Michigan, and his master and doctoral degrees from Yale University. In addition to advising the intelligence community, Dr. Kanter serves on the Defense Policy Board, and on the International Advisory Committee of CMS Energy, a global energy company. He also is a member of the Council on Foreign Relations, a member of the Aspen Institute, and the International Institute of Strategic Studies, and is a director of the Atlantic Council and the Stimson Center.

Virginia A. Lampley

 

Virginia Lampley is a founding Principal and the Managing Director of The Scowcroft Group. She provides Group clients advice and support derived from her diverse background in defense, military intelligence and legislative affairs coupled with commercial experience in strategic planning, marketing, technology transfers, and joint venturing.

 

Prior to forming The Scowcroft Group, Ms. Lampley served four years in the White House as Special Assistant to the President and Senior Director of Legislative Affairs on the staff of the National Security Council. In that capacity, she was responsible for the integration and implementation of national security legislative strategies for the Executive Branch. Preceding her White House tour, Ms. Lampley was a Principal with DGA, International, a Washington-based consulting firm. With DGA, International, she assisted European corporations in strategic planning, marketing, joint ventures and technology transfer. From 1974 to 1983, Ms. Lampley served as an active duty Air Force Officer in Air Force intelligence and legislative affairs positions. She completed her active duty service as Deputy Director, Air Force Senate Liaison. From 1983 to 1989, Ms. Lampley was a client executive with the Washington-based firm of DGA International, representing international corporations in the United States. In 1989 she was appointed as Special Assistant to the President for National Security Affairs and Senior Director for Legislative Affairs at the White House.

 

Ms. Lampley received her Master's degree from Georgetown University in National Security Studies. She is a Vice Chairman of The Atlantic Council of the United States and a member of the Council on Foreign Relations. Shee is also a resident senior fellow of The Forum for International Policy

Eric D.K. Melby

 

A Principal and founding member of The Scowcroft Group, Eric Melby has extensive experience in telecommunications, energy, investment support and trade policy solutions. He specializes in Asia, the Middle East and Europe. Dr. Melby is actively engaged in advising corporate clients on transactions, including acquisitions in telecommunications and energy in the Middle East and Asia. He advises on foreign investment opportunities in Asia generally.

 

Dr. Melby was a senior staff member on the National Security Council during the administrations of Presidents Reagan and Bush. He was responsible for bilateral and multilateral trade and economic negotiations, including the North American Free Trade Agreement, the Uruguay Round, bilateral economic issues, international energy policy and export controls. He was a member of the U.S. "sherpa" team for the G-7 Economic Summits from 1987-1993. Prior to his service at the White House, Dr. Melby was a Special Assistant to the Under Secretary of State for Economic Affairs, responsible for trade policy and energy issues. From 1980 to 1985, he was the Special Assistant to the Executive Director of the International Energy Agency, where he managed key energy issues among OECD countries, , including the NAFTA, the Uruguay Round of GATT, bilateral economic issues and export controls. From 1985-1987 he was the Special Assistant to the Under Secretary of State for Economic Affairs.  In 1992 he was appointed as Special Assistant to the President for National Security Affairs and Senior Director for International Economic Affairs on the National Security Council staff. He was an energy specialist with the Agency for International Development and a Peace Corps Volunteer in the Philippines.

 

Dr. Melby received his B.A. from Haverford College and his M.A. and Ph.D. from the School of Advanced International Studies of the Johns Hopkins University. He is a member of the Council on Foreign Relations and is on the Advisory Council of the European Institute in Washington. He is a resident senior fellow of The Forum for International Policy

Kevin G. Nealer

 

A Principal and partner in The Scowcroft Group, Kevin Nealer provides risk analysis and direct investment support to the Group's multinational clients, specializing in financial services and trade policy issues.

 

Mr. Nealer has lead responsibility for the firm’s support for the investment community, providing analysis to leading currency and equity/debt traders. In addition, he assists industrial and financial clients in project planning and implementing investment and work-out strategies. He develops regulatory and government affairs solutions for clients that include the largest American investor in China, as well as leading private equity funds.

 

Before joining The Scowcroft Group, Mr. Nealer advised multinational clients on investment issues, project finance, and trade law/policy as a principal in the consulting affiliate of Washington's largest law firm, and as vice president for corporate affairs with a leading government strategies practice. A trade attorney and former State Department officer, Mr. Nealer served as trade policy advisor to the Senate Democratic Leadership from 1982 to 1987. A former Fulbright professor in the People's Republic of China, Mr. Nealer currently serves as a lecturer, program moderator, and adjunct professor of trade law and policy at the Georgetown University McDonough School of Business, and as a guest lecturer at the National Defense University. Mr. Nealer received his undergraduate degree from the University of Michigan and his law degree from Case Western Reserve University School of Law. He is the author of numerous articles on political economy appearing in The Asia Wall Street Journal, Journal of Commerce and a host of other periodicals, books and professional journals. He is a consultant to the U.S. defense and intelligence communities on trade and economic security issues.

As moderator of the TRW/General Electric Congressional Staff Forum, he works with trade policy makers to encourage bipartisan debate on emerging issues in international economic policy. He is a member of the National Defense University’s Track II: China Dialogue team and the Institute for National Strategic Studies Working Group on Interest-Based China Policy.

He is a resident senior fellow of The Forum for International Policy and is a member of the Council on Foreign Relations.

Daniel B. Poneman

 

Mr. Poneman has extensive expertise in the defense, energy and export control arenas. For nine years, he practiced law in Washington, D.C., assisting clients in a wide variety of regulatory and policy matters, including export controls, trade policy, and sanctions issues. From 1993 through 1996, Mr. Poneman served as Special Assistant to the President and Senior Director for Nonproliferation and Export Controls at the National Security Council, with responsibilities for the development and implementation of U.S. policy in such areas as peaceful nuclear cooperation, missile technology and space- launch activities, sanctions determinations, chemical and biological arms control efforts and conventional arms transfer policy.  During that period, he participated in negotiations and consultations with governments in Africa, Asia, Europe, Latin America and the former Soviet Union. Mr. Poneman joined the NSC staff in 1990 as Director of Defense Policy and Arms Control, after service in the Department of Energy. He has served as a member of the Commission to Assess the Organization of the Federal Government to Combat the Proliferation of Weapons of Mass Destruction as well as other federal advisory panels. He received A.B. and J.D. degrees from Harvard University, and an M.Litt. in politics from Oxford University. Mr. Poneman is the author of books on nuclear energy policy and on Argentina, and is a member of the Council of Foreign Relations.

Joel L. Shin

 

Mr. Shin is a specialist in international trade matters, government affairs and national defense. Mr. Shin previously served on the policy staff of the campaign of President George W. Bush. In that capacity, he assisted then-Governor Bush, his senior staff and outside advisors in the development of foreign and defense policies. Mr. Shin also worked for the Bush-Cheney Transition. Prior to joining the Bush campaign, Mr. Shin was an Associate in the corporate department of Whitman Breed Abbott & Morgan, a New York law firm, where his focus included mergers and acquisitions in the defense and high tech industries. Mr. Shin received his undergraduate degree, law degree, and Master of Public Policy degree from Harvard University. He also received a Master of Philosophy degree from the University of Oxford, where he was a Rhodes Scholar.

David M. Sloan

 

David Sloan has extensive experience in helping U.S. companies expand their business in South Asia, Asia, the Middle East and the former Soviet Union, with particular expertise in India.

 

From 1986 to 1993, he was Executive Vice President of Charles Percy & Associates, where he designed, managed and implemented strategies to assist U.S. companies abroad. A former Foreign Service Officer, he served as Special Assistant to the Under Secretary of State for Economic and Business Affairs, as Economic Officer in Jamaica, and as Energy and Strategic Trade Officer in the Economic Affairs Bureau in the State Department. From 1985-86 he was a visiting fellow at the American Enterprise Institute. He is widely published in leading newspapers. Mr. Sloan, who is President of Washington-based Corporate Strategies International, received his B.A. from Tufts University and his M.A.L.D. from the Fletcher School of Law and Diplomacy. He also serves on the Board of Advisors for World Diagnostics, Inc.
